So, he was actually abusing her and when they got caught, she did what so many abuse victims do - she took on the responsibility of his actions.

And yes we do know at least one level of crime was committed which is endangerment. Even if we just took out potential murder/manslaughter for a second it’s still a situation of him having left her in a national park without any means of transport and didn’t think to say anything to anyone for weeks.

Vetting? Sure. I doubt they’re training the custodial staff on how to deal with children. I’d expect only staff where dealing with the kids is actually an intended part of their jobs and not an incidental part of their jobs have “proper training”.
