I'd expect Djokovic and Murray to beat Kyrgios more often than not, so I think he's still behind them. Djokovic won the first set against Del Potro 6-1, so maybe he's not in a slump anymore. I can't really say how well Kyrgios has been playing on the hard courts, but I'd expect him to win (or be in with a good chance)…
That's why seedings exist, but they rarely seem to be much different than rankings (adjusted slightly, due to absentees and whatnot). Del Potro and Kyrgios could be seeded quite a bit higher for, say, Roland Garros, but that might be controversial, especially if the favoured players didn't perform. I'm not sure how to…
I am surprised that Djokovic's peak on hard courts is reckoned to be lower than Federer's. Maybe it isn't, since, as you said, data from 2016 wasn't included.
