That is very true, I will give you that. But if this dog had been exhibiting any signs of aggression (which I find it very hard to believe that it hasn't before this), they should've taken proper precautions and had their dog wearing a muzzle, as I sometimes do with my own dog or client's dogs.

The fact that they let that dog get outside (either on purpose or by not securing it properly) means they are shitty owners. And if they didn't know the dog was infected with something or showing signs of a mental disorder, that also means they're shitty owners and not paying attention to or taking care of their dog.
