That's because The CW superhero shows are actually superhero shows. Arrow, and presumably Flash, are fully fleshed out characters doing fully fleshed out things in fully fleshed out situations. Progressive storytelling, minus the wink wink bullshit we're getting here.

Penguin feels more like The Joker. It's bizarre.

B99 had one of the best first seasons for a comedy, this side of Arrested Development and 30 Rock. It seemed to know exactly what it wanted to be right out of the gate, built on the strength of a really strong ensemble cast.

"What do you think sounds like the better idea for a new show? A talk show without a host, just the voice of the dead lady from Desperate Housewives, or a reality show with a lot of super hot nannies who move into a house and help fat kids lose weight?"
