Cheaters can anger normal players and cause a decline in interest in a title, thus losing users and contributing to a lower market value of said product. This is increasingly problematic when your game is going to be an ongoing revenue stream due to the cosmetic microtransactions.

Honestly it had to be a prequel anyway since thematically and historically the first game was about the death of the wild west.

I have a feeling it will be the latter, in the early days Rockstar made some big milestones in the open world genre, but it seems the last decade or so they’ve gotten by with just improving that formula a little bit each time.

Consoles always, always, always punch way above their weight for the specs they have. Closed platform and specific hardware optimization, which despite advancements still just don’t come close on PC, make a huge difference.
