If you compare a walk through a city area in a game without anyone talking to your and and walk where the NPCs start reacting to you getting close by, I'd say it's the latter thing that makes they city feel more alive to the player, ignoring that in real life

Technically they aren't a monopoly, because there is a couple of available ISPs on the market in the US, in fact though there is no competition between them, because they split the US into seperate regions and decided to just stay out of each others way.
