Also, saying “you look very chic today” follows the main rule of appropriate compliments; you are being complimented in a non-sexual way on something you have control over, which essentially compliments your choices and their results. It’s the difference between “nice ass” and “your hair is awesome!”.

I get that. And you nailed it with the word ‘creepy’ and that was exactly the missing factor in that stranger’s neutral, admiring compliment. It’s the sexual undertone (at least for me) that makes the difference (especially in the workplace) as evidenced above.

Thank you. Men and women compliment me all the time at work (I do my best to dress well), and none of those comments even go near the Sex Pest Harassment category.

Nice try. There is no constitutional issue here as the government is not trying to censor his speech. The first amendment protects you from government action to restrict your political speech. It does not protect you from getting called out on your racist bullshit by your fellow citizens.
