Ah, so this drained-battery problem in electric cars is common knowledge that everyone knows about. Well, problem solved then.
White stripes are just painted lines for stopwatch timing. Black cords are used to count traffic. I've never heard of cords being used to legally time speed, the closest thing to that being ENRADD which uses timing poles that shoot two beams across the road.
I don't know but I assume it's one of those "we buy junk cars" people who haul your car off for the scrap value ($200-300). I wonder if he puts those ads in every car's window or just older ones.
