I always want to screech that out as loud as I can, but then I remember other people exist and would think I'm insane (safe bet).

Solution: Upvote/Downvote. Keep track of who added the tag in the first place, if they consistently submit tags which get sufficiently poorly rated start auto-hiding their new tags. If they don't improve just ban them from submitting any.
