I view Destiny's lack of content and story as a completely separate issue. Waiting to release hard mode was a standard thing, costs nothing extra, and was generally a good move especially given the game-breaking bugs that allowed people to clear it like it was nothing.

In WoW, the raid was released in normal mode only for the first week. Yeah I agree that "expansion" in Destiny means "1 raid" which sucks, but it's the same general concept.
