Use the precedent Trump has set. Just put in the people you want as acting cabinet members and then nominate someone unacceptable. When the Republicans refuse to confirm, go: “Oh well, I guess the acting cabinet member will have to stick around while we sort this out.”

If the Republicans of the last 4 years have shown us nothing else regarding Senate confirmed appointments, it’s that being qualified for the job in question is irrelevant, but a close second might be that you can just skip the process and put in a bunch of “acting” officials instead.
