Dealers buy cars with open recalls all the time. And recalls are warranty work paid by the manufacturer so the dealership makes money on warranty work. Not to mention this is already pretty much a thing, since most of the Takata recalls are issued along with a stop-sale making it illegal for a dealer to sell that car…
