BMW has had a valet mode for at least a couple of years that limits speed and acceleration (quick enough to pull into city traffic and not be dangerous, but not to do anything stupid with). It also locks out most of the infotainment stuff so your addresses, settings, etc can’t be messed with.

In the case of BMW, you can remove the phone as a digital key from the car’s end in the event that you lose your phone (also who actually loses their phone?). And the digital key function still works even if the phone is dead. Well, it does on a Samsung at least. Haven’t tested on an iPhone.
I, for one, think it’s actually a good idea. If nothing else, at least the foundations for one.
