I think it needs 20 feet empty space behind the stern (rear) to property line, and 20 feet empty space in front of bow (front) to property line. That would mean if neighbor had a max length boat, there would be at least 40 feet between them.

Yes a diagonal dock appears would accommodate, but then probably only 2 boats fit, instead of the current 3 spots.
