It's not normal to leave ANY toilets just sitting around. Any toilets and loose building materials just sitting around is a sign that no one cares enough to remove them which usually leads to disrepair.

I'm going to guess this is because Microsoft, unlike apple, has absolutely no quality control for their app store...
