I don't think Dandy is gay. Not sure he's anything besides a classic sociopath. Which does not mean he might not have had some opportunistic gay experiences.

Dandy clearly feels no guilt. He killed Dora because she dared him to, basically. He chose a gay man to kill because a gay hustler is less likely to be missed (classic serial killer logic).
