It has never been an annual fee, so it wouldn't be solid information. They've explicitly said many times that the first year, its a 100% free upgrade to windows 10 from 7 and 8. After a year, if you don't upgrade and choose to get it later, you have to buy it same as ever.

How is $0 overpriced but $20 is not?

Because the beta is timed, much like every other windows beta. So why would you not upgrade to the full version......for free?
