I can’t speak for Google but from what I’ve gathered in interviews and video Q&A’s the choice was made for several practical reasons including higher safety infrastructure and the fact that luxury models already have many of the basic technologies to build an autonomous platform.

Pretty sure the point was that it’s monumentally higher than it would be with autonomous and semi-automous vehicles. That’s not hyperbole - it’s a factual thing with mountains of hard data. This is happening.
