Some of those, like the iPods, may have been recruiting items given away in drawings. I've seen that before. The iPads are maybe for the researchers looking at ways to use mobile apps for field use. Who knows what all DARPA has considered. I don't imagine many people are walking around with a government provided

This is the EXACT opposite of the theory of confirmation bias that says we discount all things that disagree with us and only see what matches our pre-conceived notions. (AKA: Blue Car Syndrome)

Would dipping them in wax make them into waterproof, strike-anywhere matches? I have heard of that before, but i'm not sure how well it works. Could be great for camping or a survival kit.
