Josh Marshall, of Talking Points Memo, has a heuristic for understanding Trump’s behavior: Trump’s Razor, which means, to understand what’s going on with Trump, you have to “’ascertain the stupidest possible scenario that can be reconciled with the available facts’ and that answer is likely correct.”

There is a difference between smart, intelligent, clever, savvy - that’s why we have such a rich language - nuance. Trump is likely savvy but nothing indicates that he is intelligent.
