People seem to think that all-season tires means you can use the same set in a winter superstorm as you can on a sunny July day. My thinking is that if you live somewhere with more than a few days of snow on the ground each winter, there is absolutely a place for winter tires.

The only reason this is so bad is because the city doesn't keep a fleet of equipment to clear snow. To me this just doesn't make any sense because this "emergency situation" to them is October in Montreal to me.
