I don't think it is. Empathy implies that I can put myself in their shoes. And to the extent that I've had my dignity and worth as a human being questioned and devalued over the years I can empathize with them.

Empathy for people who haven't committed terrible acts is easy and isn't really much of an exercise in compassion at all. Empathy for people others write off as monsters? That's much, much harder.
