I figured he'd be brought in this episode to help, when they mentioned "if felicity was here, we'd crack this." He felt underutilized this episode (since they brought him in at all).

I am kind of underwhelmed there. I mean, I love Hamill as the TRickster, he is amazing and stole every scene. But having seen his 1990s turn as the Trickster, and JLU, I was hoping he'd go more distinctive and less Joker-y.

Nope. We've got to see what happens to make Eobard hate Barry, so Matt Letscher should come back. And I'd love it. Letscher's ultra-clinical scientist approach, pre-15 years of mellowing out while stuck in the 2000s, was great.
It's a shame Cisco and the Trickster weren't in the same scene, since last season established James Jesse as a huge Breaking Bad fan.
