I'm not sure it would work with less play in the gears. I'd be curious to know if it could even be machined (out of metal).

How could this be stabilized in a halo? How could a shaft be attached to any of them?

Only ~120 of the ~5000 people onboard are pilots. I'd imagine a majority of the remaining support staff are still required (less some of the flight deck crew). Unmanned planes still need fuel, weapons, etc.
