La Plata is a community of less than 9,000 people though. There are probably only a few cops in a town that size and they probably don’t worry a lot about the parks unless they have specific concerns.

La Plata is a pretty small town, less than 9,000 people according to wikipedia. It could be that even if the park does close, the similarly small police department doesn’t check to make sure no one is there after closing hours.
