Do you seriously not get it? It doesn’t matter if they’re based off different things or unrelated. This is a completely different universe that is cherry-picking elements from other TF properties to create a wholly new thing.
Having not looked into the stuff they’re posting, I would agree with you. However, they are saying that this is a new continuity that is borrowing from several other continuities, so yes, Combiner Wars and Devastation can be related in this sense.
In the comics, post-Dark Cybertron, he had a new body built, befitting his status as the leader of Cybertron. I believe that was the Armada-ish look, with the all-red body. But around Combiner Wars, he had another new body built, resembling his G1 body.

See, I liked this Doreen Green Squirrel Girl. I’m sure the Unbeatable one is perfectly nice (and I even read a few issues) but I couldn’t get past the buck teeth, which makes her look more beaver-ish than squirrel. It was an unnecessary redesign.
