Take a look at how many of the articles on this site in the past have complained about the same events over and over, only with different people... and the complaints are often in the same exact tone. Everyone makes a lot of noise, a lot of complaints, it quiets down... and then it crops up again…

Massachusetts is the state where upskirting was ruled legal in a court of law. Needless to say, they changed the law, but as this story covers, the current law has a loophole in it in that there must be a reasonable chance someone cannot see up or down the clothing.
