I doubt the lack of commerce with the United States is the cause of their ills what about the other Latin Amercan countries and China who would happily trade with them if Cuba had something to offer.

Regarding the Bolt...I read elsewhere that only the EUV version of the Bolt will appear as an Ultium-based vehicle again in a year or two. So the Bolt is just on a temporary hiatus.
