Epic Games made the tech demo. I doubt they plan to make a movie-based game. This was basically an ad for their upcoming Unreal Engine 5. The Unreal Engine used to be a poor choice for any open world game until Fortnite came along necessitating improvements. I think this is to show off what the engine can do nowadays.
