I think it has something to do with the upcoming game too. Parker and Stone said the developers asked the pair about the town's geography/locations and they had never thought about that. Makes for an interesting trip down memory lane once you see a map of the town and not static backgrounds.
I always refer to The Insider as the Mann film with arguments instead of shootouts. "Mike? Mike? Try Mr. Wallace." remains one of the intense moments I've ever seen in any movie.

One can argue the cutaway explains Roger's penchant for hurting/humiliating humans with such sadistic glee. Also, the show has a history of Roger doing strange stuff in Asia (fighting for the Vietcong for example).
