Yeah, I think the only real uproar is because there were photos of them with their breasts exposed while in uniform. Either way women should be able to breast feed when ever, where ever, wearing whatever and not be harassed.

Active Duty does not mean just your duty hours. It's just a differentiation of your military status. Active Duty means that you are a full time member of the military as opposed to being Guard or Reserve which is typically one weekend a month and two weeks a year and then you normally have a normal people civilian job.
That and the fact that there are jobs in the military as well that basically cover his list. Military jobs do include receptionist, lawyer, doctor, etc. And being a military spouse is a job in itself.
