The timelines and how changing the past works in this show are inconsistent, poorly thought out and nonsensical, and it's only getting worse. It's just plot holes on top of paradoxes. I'm out.

Yes, Goff is dead. In 1996 he committed suicide-by-getting-hit-by-a-taxi rather than go to prison. That's why he vanished in 2016 while Raimy was kicking his ass.
