So, something I have always wondered, and perhaps I am extremely ignorant.
Thats the rule here in BC too. Last summer they seized and sold a Ferrari Scuderia for street racing up Mt. Seymour. I think they were actually caught in the act by the police. From what I gathered, they pulled these 13 young guys over for complaints rather than actually witnessing any street racing themselves.

20 km over the limit here in BC is excessive speed and they can impound your car. When the daily flow of trafic is routinely 10km over all it takes is a quick pass and you lose your car
They impounded and sold a lambo and M3 last summer for street racing up Mt. Seymour in North Van. They thought that was unprecidented...
I went to highschool at St. Georges, so many boarders from mainland china/middle east. Way too much $$. The entitlement is sickening. Most of the families are not in the picture and won't even get wind of this happening.

All of these points and miles are arbitrary if there is no means to compare them by. 10,000 miles for one company might be equivalent to 15,000 points from another company. I would have liked to have seen some kind of benchmark for what a consumer good costs, or perhaps a flight from LA to NY.
