Not just NYC, in Seattle there are middle school kids taking the public bus to and from school. They get bus passes because for whatever reason, they don’t have school buses on all routes. 

I think with some men it is dominance and with others it is pure entitlement. I’ve witnessed entitlement dozens of times with guys trying to pick up women at bars/events. And 3 or 4 times myself, where a guy thinks that simply because HE is attracted to me that of course I will reciprocate. I had zero agency to them.
