I’m a big advocate of making the fines much more painful. In CA, it’s $100 for the first time. Make it $1000 for yeh first offense. Very few people will continue to do so after the first time.

I don’t know that power train’s parts availability, but I have a neighbor who has a diesel Land Cruiser imported from Japan, and the parts can usually be ordered through the dealership. They don’t stock some of the less common items, but they do have a lot of parts in common with the NA models.
