Which "he" are you referring to? If it's Rust, it's not clear that he's hanging out with anyone taking the kids. He's just living low. If it's Marty and you're referring to the police who seem to be at least actively ignoring what's going on (or possibly part of it, what with Sheriff Childress and Guard Childress),

Two possibilities:

Look at Rust next to Tuttle — Rust comes up to his shoulder. And when Tuttle swept into the police department, he towered over everyone. Ledoux and Dewall are both big, but they don't tower over Rust like Tuttle does. But the fact that they're both big makes the whole thing a fun double-bluff.

I think we'll get a few suspects, but I don't doubt the random creeps and assholes thing.
