They absolutely did remove Windows Media CENTER altogether. You could get it as an addon to Windows 8. It was removed altogether for 10.

Them removing Media Center from Win10 is by far my biggest frustration with that OS.

I read that PC modders are considering just making all of their mods now require the Fallout Script Extender, which would make them essentially unusable in the console versions.
