Running straight water is mandated. No coolant, water wetter or any of the like. Although most of us do cheat and run a 50/50 mix of bathroom tap water and rust.

I don't know about in the teens but in the twenties and thirties, yes they were. They came on some old cars from the factory before mechanical fuel pumps became popular.
