Yes, in most (possibly all) states, possession with intent can be established simply by having "too much" to be personal use. The amounts are generally codified. You can also trigger intent to sell if you have selling paraphernalia - baggies, a scale, etc.
Right, and those things escalate - maybe the ice cream store thing gets Black Bailey probation, and then the egging gets him a few months in county because now he has a record, and then the drug use in the park (or whatever it was, I forget) gets him a real charge with prison time.
