No way. That crap is inundated into every fiber inside that car. It’s in the pad under the carpet, in the foam in the seats, in the ac vents, everywhere. If you are a non-smoker you will ALWAYS smell it.

This is probably the correct answer.  Tires were bald/weathered/etc and they were like, “I’ll put some tires on it to sweeten the deal, but I’m not putting a lot of money into something I’m getting rid of anyway.”  And now they can advertise “New Tires!” and people who don’t know or care will swoon.
