I can't speak for anybody else, but in my opinion, showing Nora in the 2% world *wouldn't* have been a literal resolution either. Just as we're now meant to question what Kevin was seeing — and why — when he thought he had gone into an alternate reality, why then would we take Nora's point of view as literal? Maybe

Let's not forget, though, that Nora has been having trouble with mechanical things all season. That's something Lindelof wanted us to notice, and is absolutely a reason why you might think Nora never made it over to two percent world. Completely agree with this. It's not always bad to set up our expectations and then not pay them off — anticipation has its own rewards — but there were so many things not paid off in this finale. I just found it, as I said, a little underwhelming.
