I am not quite following you there. A low res picture would look that same on both a low and high resolution screen assuming they are both displaying the image at its native resolution, i.e. not stretched or augmented in any way. No amount of screen resolution will ever improve a low resolution picture.

It's a two part process, the quality of the image will only ever be as good as the quality of the content. For example, low res apps are still going to look crappy and low res on the iPhone's "retina display."
