I don't have an iPhone so this is just surmising but can't you combine text expansion and Siri? Like if you set up "cheeky" to expand (if that's the right word) to ":-P" then say the trigger or whatevs. Does saying cheeky on its own without TextEx in place of smiley or winky work?
No I don't know of a way. Even if there was to be an app which did this it would interfere with the UI of a lot of apps which already use this gesture to navigate; for example Google Maps or your browser. What I did notice though and which you might want to experiment with to see if you might get an acceptable outcome…
