This idea might have worked if instead of payments to the subscribers, Pact had put the fees into life insurance policies for the subscribers, and split the payout w/ the subscribers’ families. The payouts would be far enough into the future that Pact wouldn’t have had cash flow issues in the short-term.

No, the author is saying that it’s reasonable that these characters would do that. The question isn’t, “are these characters doing what I want them to do?” The question is, “are these characters doing what THEY would do in this situation?” I believe they are.
