But Destiny devs already pre-loaded the excuses of how hard it is to change the code of anything (like the ammo glitch). They got more excuses than we have dedicated servers.

It’s one thing to slap together a new mode, pretty much using already existing assets, inflating the amount of content and quite another to actually to go to the trouble of implementing a new underlying system that would work consistently.
