The worst part really. Planes do pollute, but they move a lot of people and cargo at once. Ships too. But personal transportation... Not so much. One, maybe 2 people at best at any given time.

Lack of infrastructure might be a good thing. They dont have to conform to existing infrastructure but build their own, which might prove good.
As for the plausibility of the project: Its not impossible, since its not really revolutionary like the Hyperloop is. it will just take a while to build
