You could pay Havoc and do it yourself or get the tools to someone who can. Thats the big barrier right now with FO4 animations. Unlike TES3 through FO3/NV and Skyrim; Havoc animation tools were public. The current version that Bethesda used is not and not many people have access to them nor the knowledge to work…

I have the faintest hope that Nintendo actually wants to replace the 3ds with the Switch in the long run and all the 3ds developers will transfer (not saying switch! ... damn it) to the switch which would definitely have some great potential for the console.
