This use to be true, idk how true it is today. It was because when in drive on slippery surfaces even when applying the brake you still had forward torque through your wheels. When shifting into neutral it took the torque off the wheels and allowed you to slow down easier.

Are you new to how the justice system works? There is an investigation and once charges are brought then an arrest is made. This incident on its own isn’t grounds for taking someone straight to jail.
