You seem to be remember correctly; you would be upgrading to the higher storage amounts and downgrading to the lower storage amounts, not adding/subtracting from your current storage amount.

So I was curious and looked it up, and according to How Stuff Works, meteors can range up to 100 meters (I assume they mean in diameter?) while according to the American Meteor Society (did not even know such an organization existed!), meteors are up to 1 meter (I assume again they mean in diameter).
