I signed up months ago to receive notice when Google One was available, and I still haven’t received that email. I signed up again this morning, when I started reading that it was going to be made available today, and I still haven’t recieved an email. I heard from a friend that Google will theoretically scan for copyrighted files. The file is still accessible to you in Google Drive, however, nobody else you’ve shared it with will see it. However, if that file is in an encrypted archive, Google cannot scan it and it will remain available to everyone you share it

Gotcha.  I wasn’t sure if there was some obscure California law saying there was some weird minimum.
